Mark A. Chin, M.D.
Mark A. Chin, M.D. is a San Francisco native who grew up in the Bay Area. Dr. Chin, who appreciates and enjoys California’s cultural diversity, kept his medical practice close to his roots. In 1993, he founded the Valley Institute of Plastic Surgery in Fresno, California, to serve patients from both Southern and Northern California.
Dr. Chin got his baccalaureate degree in biochemistry at San Jose, where he began his surgical training. He went on to earn his master’s degree in public health from the University of California, Berkeley, and his medical degree from the Medical College of Virginia.

Dr. John F. Burnett was born and raised in Bakersfield, California, and has been practicing for over 25 years in Fresno. Toby R. Johnson, M.D
Toby R. Johnson, M.D is a Fresno native who moved to the Central Valley as a child. He obtained his Bachelor of Science in business administration from the University of California, Berkeley, after graduating from Bullard High School. Before opting to pursue a profession in medicine, he briefly worked as an analyst.
In 2007, Dr. Johnson earned board certification from the American Board of Orthopaedic Surgery, as well as a Certificate of Added Qualification for Hand Surgery in 2009. Dr. Kenty U. Sian, MD is a Filipino native who grew up in the city of Manila. He earned a magna cum laude in BS Biology from the University of the Philippines’ Diliman Campus. Dr. Sian arrived in the United States for general surgery training in 1991 after graduating from medical school. Dr. Sian graduated from the State University of New York in Brooklyn with a residency in general surgery in 1996.
Dr. Sian is one of the few plastic surgeons in the Central Valley of California who has completed a fellowship in Aesthetic Surgery. Dr. Sian has been actively practicing plastic surgery in Fresno, California, since 2002. He works as a clinical assistant professor at UCSF’s Medical Education Program in Fresno.
