Woodward Park and Gardens which was built by laborers participating in work-relief programs is most known for two garden areas, the Upper and Lower Rock Gardens, and the formal terraces of the Tulsa Rose Garden. These areas were also erected during the 1930s using public funds.

The public was first allowed access to the rockeries in 1932. Arthur S. Phillips used honeycombed limestone slabs to create lily pools and lagoons, walking routes and fairy circles, a grotto, and erosion-controlling terraces. Further terracing made of sandstone blocks and beds of vibrant azaleas were later additions to the rock gardens.
