Hearts Connection, its services, and its property are available to Kern County’s English and Spanish-speaking communities. The California Department of Education provides grant funding to the organization. The LICA applied for a Family Support Grant from the Department of Developmental Services (DDS) in September 1990 to serve families with special needs children under the age of 36 months. Families with children under three who were regional center clients were invited to a retreat in Tehachapi. Following the retreat, they began holding monthly meetings in their homes.

They have always been a parent-founded and-led organization. They started as volunteers. They began in a small room with one paid staff member, with the support of the Kern Regional Center, the Bakersfield City School District, the Kern County Superintendent of Schools, and the Kern County Consortium SELPA. Over the years, they gradually increased the number of part-time (parent) employees and office space. DDS funding is still available to them.
